Unsigned portrait painting- thoughts please

Hi all,I know this is probably not even vintage and a unsigned amateur painting. But I do find it striking and somewhat intense (and my wife likes it which is always good) Please tell help me what you think. And also help identify the german framers stamp on the back based in Namibia (if you can) ‘Kemp’ was probably the client and not the artist? It’s 32 x 37 cm. Thank you and keep well

 

Poking around in google books I came up with for the framer K.G. Fricke of Einsteinstrasse 5, Windhoek.

The frame looks 1970s to me.

Oh, yes. She is lovely. And covet those earrings. South West Africa became Namibia in 1990, by way, so earlier. Kemp not an uncommon name there it appears. Frame does look 1960s/1970s.

Not finding a possible ‘Kemp’ artist for far. But there’s alot of ‘Kemps’. What would you say about the skill level of artist? Amateur with some talent? Or some training?

 

The way Kemp is written suggests it is the customer.

Definitely trained.

Trained but not fully formed, I'd think. Name "Kemp" would be customer to my eye.
