Featured Reverse painted silhouette

I wonder if this picture is c1940s as the frame is so basic?
The ‘frame’ is just black tape so would this likely to be within another frame or as it is?
Would I be correct in saying it’s reverse painted? Any search terms for comparisons?

It looks like the scene is cut from paper, a technique we call 'knipselkunst' (one for @Ownedbybear ).
Have you been able to see the back of the glass? Very carefully so as not to move the bits of paper, if that is what it is?

 

Mass produced as is with simple frame. I'd think a tad earlier. (The British were otherwise occupied for most of the 1940s.)

It would have been stenciled onto the glass, which makes the black very fragile. It's one I wouldn't open.

 

It does say on the back, "Hand coloured on glass." That likely means the black was stenciled and the blue added as a swipe.

 

They do make a modern passé partout tape equivalent now if you ever need it.
