I was going to guess that it is a feeder for hummingbirds...

Also, why ashtrays were ever made of any kind of metal is a wonderment. One of the most noxious odors in the world is that of a cigarette squashed out in silver...or brass...or copper...

Individual ashtrays, circa 1960s-70s - if you're lucky, it will say 'Gucci' on the base, though many don't...
