Silverplate Tray

Any idea where/when this tray may be from? Came in a lot of very good quality plated items. Amongst them Russian, Polish, German, & English. The handles on this one appear to have been reinforced or repaired on the underside. The Russian tray had similar work done on it. I wondered if this tray could have been from the same original owner due to this, and therefore Russian potentially? Will likely be hard to know with no marks. There appears to be fleur de lis incorporated into the design so maybe that lends a clue, or maybe not. Curious also about the texture of the plating on the bottom. It’s not what you typically see on modern electroplated stuff. Was this a different/older plating technique used or was it just not polished after plating because it’s the bottom side? I’ve seen this look on plated items before and wondered about it.

edit:I am not positive that the “reinforcement” on this one occurred after production. It definitely did on the other one. Looks added on this one rather than original but again, I am not positive.
