Large Pewter (?) Tray with Hookah Smoker and Lady

I found this interesting tray with some surface carving creating a two-tone effect.

It is 19 inches across and about a 1/2" to 3/4" deep. I have two by the same artist but very different. I was told they have a Persian origin and the technique is called halamzani, meaning "Artistic Persian Hand Engraving on Metals" to basically quote an old thread I believe from here.

I am not sure of the metal but it has two tones, a brass gold one that fills out the "carved" areas. I also am not sure of the origin or age.

Looks like it is chased and not engraved and probably tinned brass/copper tray.

Do you think that it's brass or copper dipped in tin? Not sure how these are made. If the brass or copper shows through, wouldn't that be engraving?

 

The design was chased and dipped into hot tin,you can see some of the lines where the tin was not completely removed.I can't tell if it is brass or copper from the photos
