Bought at antique store. Height is 8". I think it maybe milk glass. I'm posting for a friend. So additional details may not be available. I think it's a napkin ring, my friend thinks not. Thanks!
a napkin ring wouldn't have a hole in it to mount to the wall... it reminds me of a holy water font but that isn't correct because it obviously a holder and not a font - maybe it had a glass vase that was held into place by the arms ????

At 8" that would sure take up some space on the table. I think it's for a wall. There is a hole at the top and evidence that it was hung on a hook or nail because the hole has black marks on the inside. I think it's a holder for something but don't know what. There is a Milk Glass collectors society on FB so if you're a member of FB you could try posting there. I'm not on FB and the group is private so I couldn't even peak at it.
