The last pic poorly shows the applied rim. The image was worked from the face; my initial impression was of Mexican origin, but I am much less sure of that now. The foliage, the single flower, the seed-pods or buds, and especially that bird all seem Asian, somehow...'tho I cannot really justify that. Wishful thinking, probably.
I hope y'all notice the faint cross-hatching, and the apparent water in the foreground. There's quite a bit of wear on the back, mostly at the corners; it's got some age. ~9 3/8" x ~7 1/8", ~7 3/4 oz.

What bird? An' what plant? And where in the world was it made? Thanks for lookin'!

Roughly the reign of Queen Victoria: mid-to-late 1800s. But its influence in architecture, decor and decorative objects was mainly shown in the late 1800s. You can do a Google search for "Aesthetic Movement copper tray" and examples will come up but caveat: They tend to be of mixed metals, often including precious, and rather more elaborate.

I'm seeing Japanese. Or at least, Japonaiserie. So it might even be English.

My initial reaction was - Arts & Crafts Movement / Art Nouveau time period, either side of 1900.

The raised portions are worked from the back - "repousse" - followed by chasing lines worked on the front to define the raised elements. The finely checkered background is a technique I would associate with western engraving, not Japanese or Chinese work.

The bird looks like a Green Kingfisher, native to southern Texas and further south into Central America. But a variety of kingfishers have been popular art subjects.

The flowers look like something in the periwinkle/vinca family.

Hm. Not convinced on vinca, those are growing from running water edges, and vinca doesn't like that kind of marginal environment. Leaves aren't quite right either, nor are the buds. (I grow a lot of them). There's a plant whose name has left my head which looks like this. Certainly a kingfisher.

I think you are interpreting as a neck what I see as a shoulder. His head is just slightly cocked. I don't think the representation is exactly Audubon.
