Featured Small silver and enamel brooch maker

Spanish maker wouldn't say Sterling, especially of that age. That Sterling Backs and Rims thing was common in the late 19th and early 20th here. I've pieces from assorted makers. The letters look like some combo of PEA - I'll trawl Jacksons.

 

Thank big you to all for your help. I had never come across backs and rims before and although my piece doesn’t have all that text, it’s the same maker.

 

I abandoned this notion when I could see the mark is a complicated monogram, not a star.
