I believe it's a Japanese bonsai planter - for arrangement. Someone can give a firmer answer for you I'm sure

Try tetsubin tea kettle warmer or brasier. Maybe part of. Again, I'm guessing - others can be more precise, no doubt

Was bought by my grandfather from a auction in ny in the 70s other then that I don’t know anything else. Very heavy and solid weight

 

Only 1 1/2" tall.
Both of scout's ideas sound plausible.

It would have a frog sitting inside to stabilize the flowers and other elements...

 

Totally inappropriate for bonsai, but perfect for ikebana.
