Is this a man's bracelet?

    At 10 inches circumference it would probably fit the Incredible Hulk. Or an East German female? athelete, maybe a weightlifter.

    I measure around outside of bracelet right?

    The average male neck circumference is about 15-16 inches so this is far too big for a wrist.
    It might go on a bicep but it looks rigid and not expandable.

    no...for a bracelet size....like a ring...it's the inside that counts.

    With bangles, which this doesn't seem to be, I find it easiest if the inside diameter is measured. So from side to side, and always the inside. That way I know if my hand can pass through it.

    I thought Cuff bracelets were open in back?

    Yes, they are. But I was talking about measuring the inner diameter of bangles, which are closed.:)
    In order for someone to be able to wear a bangle, the inner diameter has to be wide enough for someone's hand to pass through it.
