Thai writing. But rather strange and I can't make out the general subject, given the short segments. Unusual size, too. Maybe a teacher's pointer stick? ... although the tip does look like that of a walking stick.

 

Swagger stick?

The new information was "yes, definitely Thai writing." That had not been determined before.
And here is a suggestion, too (if OP/Joanne Mayfield is still around and still has the item):
She thought it might be hiding a knife blade inside, but she couldn't get it to open. A strong magnet applied to the side of the stick will let you know whether there is a blade inside.
