Is this silver on copper and can anyone identify the maker?

Hi, I am guessing this bowl is silver on copper but I'm not sure. It is marked on the bottom but the first few letters seem to be worn or tarnished over. I can make out ...ordic Art I think, and then there are some hallmarks beneath that and some letters and numbers beneath those. I can make out some sort of bird halmark on the right side but nothing else. I am hoping this all rings a bell with someone and I can learn where it was made and by who. Thanks for any help or information.

 

The part of the mark with the bird appears to be the Forbes mark.

Thank you! I never did picture it as an eagle, though I'm not sure it would have helped me anyway. Apparently my research skills are not the best.

 

Yes, that's it! I'm still not sure about the copper hue though. Is that just tarnish, and if so would cleaning it be advisable? Actually I'm color blind so I was just assuming it was a copper hue. Anyway thanks so much.

 

The silver plating is worn off and the copper is now showing.
