Faceless Ethnic Figurine Ceramic ID Please

This Figurine is heavy ceramic maybe stoneware. I have no idea what or who it represents. 5" High, base is 3" wide. It was free and intrigued me. Any help.

 

Maybe modern, rather than ethnic? It doesn't seem to be wearing an ethnic costume, or anything else that defines it as ethnic.

 

No ethnicity I can see either.

Thanks for looking. The more I look at it, I am thinking it is Inuit too. However, I do think it is modern.

 

If u wanna go there...then maybe an Alaskan Eskimo...
the Inuit ...don't do this kind thing..

 

You know how you think you remember something but don't remember from where? I keep getting the feeling that a similar figure was part of a comic, cartoon or advertising some time ago. I can't seem to get google to help me out so don't know what I'm remembering exactly. Hopefully someone will know if I'm just nuts

 

A Dick Bruna character?



These are Dick Bruna traffic signs that were placed near Dutch schools. They work better than the regular school traffic signs.

Dick Bruna is best known for the little bunny called Nijntje, known as Miffy in English, I think:
