old looking metal piece with American Flag

Generally when I see 90° bend in an small opening, I think it to be a strike, designed to keep a spring loaded raise button from slipping back out unintentionally.


I could see this on an old large briefcase or other similar size cases, that would slip over the spring loaded button, that you would either turn to secure or maybe just push back in to release. Just my thoughts.

 

Very close that actual military saying goes “Peace through Strength”.
But than again, us darn Americans generally say everything backwards from Europe

 

I don't know what your piece is though I've looked in a number of directions. What I did find interesting is that your flags have 13 stars and according to this auction (for a fabric flag) the US Navy used a flag with 13 stars until 1916 because the stars could be seen easily at sea. They then transitioned to the real number of stars.

Anyway, it did make me wonder if it's Navy related.
