    She is a Yemenite Jewish bride, who happened to live or be in Bethlehem.
    Yemenite Jewish silversmiths had already been living in Palestine during the Ottoman period, but the majority of Yemenite Jewish people were airlifted to Israel in 1949-50. So Susan Southby would have encountered quite a few of them in Israel.
    Their culture and dress are related to those the Arab population of Yemen. If you are not acquainted with Yemenite Jewish costumes, you could easily mistake them for 'regular' Arab dress, but the bridal headdress is very recognizably Yemenite Jewish.

    There is a high headdress that was worn by local women in the towns of Palestine and Lebanon during the Ottoman period, but that was higher and not as wide as this one, and it didn't have the horizontal banding.

    The headdress of the Yemenite bride below is adorned with flowers and rue leaves, a protection against evil. The 'labbeh' necklace is worn on the chin, making it look a bit like a beard, which is what your lady is wearing too.

    Palestinian dresses always have an embroidered panel on the front', and more embroidery down the dress and on the sleeves.
    Below is a Palestinian bride, very different from the Yemenite bride.

    gives not an Arab feeling, too.
    rather tend to Kabardino-Balkaria or thereabouts.
