No clue what this is and it's driving me crazy! No markings other than the oil ports and faint flower patterns.

It is a co workers who collects I do not have other pics. The underside was just bare metal if I recall. It turns a large bull gear and probably spins a shaft that would go in the open end on the left.

 

Just a guess...... hand crank blacksmith forge blower.

I am leaning towards this, but the painted floral pattern baffles me. It appears to be original and seems out of place.
