That appears to be he. Painter, poster artist and lithographer. According to the d'Orsay, he had two addresses: 22 rue Neuve des Capucines and 59 rue de Richelieu. That information should be helpful in dating your item.

thinking probably not a personal item of his, as you wouldn't label something like that

yeah i seem to recognize his work that i'm seeing, or definitely work like his

suppose it could have been an office desk piece

maybe even been painted by him, intriguing

 

I believe this means that his company was one of the ones that resold and distributed the stereograph series in later years. According to Wikipedia he was born in 1874 and died in 1931. If that is correct, I would guess the label couldn't date from earlier than the late 1890s.
