Help identifying wood paddle

I would like help in identifying this wood paddle. There are instructions on it that read:

TO USE--Fill the reservoir with soft soap to lubricate the corner of the paddle. This keeps the wax from sticking. Have the foundation warm, place the paddle on the edge of the foundation in the center of the section. Lift up on the handle and draw it out at the same time.

Google seems to say it's for beekeeping, lifting the bee hive off the base I think. I found a similar one known as a "Parker fastener"
