The signature looks like R. Howard, and as komo said, 1973.
I don't know who R. Howard is, but he obviously didn't object to bull fighting.

It's a pretty amateurish painting of a gruesome subject, I think, and can't imagine R.Howard is a name of note in the art world.

You can buy posters, tiles, and just about anything else you can stick an image on with bullfighting scenes in Spain.

Rejoneador (Spanish pronunciation: [rexoneaˈðor], pl. rejoneadores; "lancer") is the name given to a bullfighter who fights the bull on horseback. The rejoneador should not be confused with the picador, who is just an assistant of the matador.

I don't like that picture .. so very sad, ... Joy.

 

An amateurish picture of no merit that I can see. Ugly subject poorly executed. No talent, no appeal, no value whatsoever.

 

Almost fully drawn to the horse as the brightest element of the painting, the fighter and the bulls are faceless and emotionless, image of an executioner, almost death himself. But the horse harnesses every negative emotion and every part of the fear and the innocence of the animals. Then again the sense of depth in the painting is non existent. It is most probably a tourist piece. Sorry to say. 70s was well into the heights of Spanish tourism.

I kind of like the idea but executed terribly. Often Art is made by the person looking at it, so just a personal thing.
