Don't know. Sort of Krazy Kat-like and that would be the '20s or '30s.

 

It ways Germany, not W. or E. Germany, so unless it's a post reunification item, it's pre-WWII.

cool piece @LovesVintage are the eyes glass? My first thought looking at the letters and numbers was Goebel, but I suspect several companies made variations of a cat cigarette holders, most noticeable difference is the solid black or white/black face
Similar pieces done by Erphila Germany, but the shape of the head looks different? The link is dead, took the screenshot off Picclick.
Interesting that your example is #6044, the one INH posted in comment #11 is #6042 and the one in this photo is #6043, all the bases are different so I suspect 3 different companies

I think the eyes on mine are glass, but I’m not sure how to tell for sure.

 

The white was probably cold paint, which is very fragile and easily comes off. It's possible the orange is cold paint as well - so no heavy cleaning.

 

Yup, I agree about cold paint, but I'm not sure, the white on the face of the cat in the Etsy listing has been wiped away, the outline is even and there is a black line for the mouth there are some white spots on the head where the black is missing

 

yes, they would be mold numbers do the black spots move on yours? To me they look like glass, but so hard to tell from a photo.
