It 'looks' like an ivory and silver Kyusu. More photos please especially of the handle

Handle is almost certainly ivory. A bit of searching suggests that these are more likely to be Japanese than Chinese.

 

This is a different shape but with some similarities in the dragon design and where the handle is with respect to the spout. The claim is Chinese.

Very lovely and quite valuable, of course you will not be able to tell folks the handle is ivory.

Welcome Ray. Your gorgeous silver teapot is definitely Japanese. I can't read the mark, but the shape of the pot, the type of dragon and the way the dragon is made are all very Japanese.
Japanese silver is generally of a high fineness.

This type of teapot is called a 'yokode kyusu'. Kyusu means teapot, yokode kyusu is a teapot with one handle on the side.
The yokode kyusu is usually for brewing tea rather than pouring the finished tea, but this one looks too beautiful to be used for brewing only.

thanks for the extra pictures. I only can say the teapot is a modern piece, not antique
I can't say anything about the ivory handle, i donno how to date ivory items

 

It is antique ivory, and I have no reason to believe the teapot isn't antique.
The fact that it is squeaky clean on the inside doesn't mean anything. The outside of the silver has a lovely natural old patina. The inside of the lid may have had some work done, but that doesn't mean it isn't antique.
