Metal Wall Art Tray? Embossed?

Hi All,
This belongs to a friend, wondering what the scene is and what age. It is 14" x 22", has the numbers 2968 and maybe a letter or mark underneath. He thinks cast iron, a magnet sticks to it, but maybe some type of metal? I would think if cast iron the hangers on the back wouldn't support this hanging on a wall. I was surprised looking at the back, seems very rough? The way the numbers are written look old to me

It is likely to be after a painting. A lot of nobility involved, one king or emperor.

@cxgirl , is that a double-headed eagle over the door/window? A Habsburg scene?

could be a double-headed eagle, here is a cropped photo - looks like talons and feathers but I can't make out the head clearly

 

Looks like two heads. The king and some of the others are wearing the usual chains befitting their status, but no golden fleece pendant on any of them.
The order of the Golden Fleece is a Burgundian order, 15th century, don't remember the exact year. The Habsburg kings and emperors were members of the order.

"Guys".....from enlarging, changing contrast and lightening, doesn't look like two heads at all......TO MEEEE.....IMHO!!!

 

HOWEVER, @cxgirl, on using the larger of the two images above, NOT TOUCHING the size, but minor enhancemants (lightening, contrast!) I DO SEE a face in that BEAST that looks more like a jug and I'm not cropping the top of this one in case the back- ground happens to have some meaning also!! IF needed I can show what I mean with a rough "overlay" I did......am just hoping YOU see it.....

 

In the scene, looks like someone might be 'gifting', a king, a horse......IMHO!
