Even if she had to hold it for a few seconds, it would have been very difficult to keep that hoop held steady in her outstretched arm if she didn't support it with her other hand. Any wobble & it would have been blurry. Even if the photo process was quick, I can imagine the photographer posing her, stepping back to look, telling her to hold that pose & then getting back under his little curtain, making any needed adjustment before releasing the shutter. Not much time on the clock but forever if you're trying to stay completely still.

 

Could well have been costume for a May Day celebration. Here are some older (college) girls celebrating same with white dresses and hoops a couple decades later.
