Just from googling, I'm going to suggest a mid-1920s pedal car, probably from American National and, from the grill, a Packard.

Hmmm... apparently they were making electric cars back then.

Gendron was another maker that joined American National in 1927.

 

Yes. Electric cars are nothing new.

 

Yeah, but Rockefeller owned OIL companies, not ELECTRIC companies, so..............

 

There's a pedal car collectors club on face book. Maybe they could tell you more.
