Cigar Lighter?

    Hi,
    Is this a cigar lighter? 3" diameter x 2 1/2"H. From the base it looks like it was meant to sit in something. No idea why that piece is attached to the handle.
    Any information appreciated.

    It looks like a Chafing Dish Alcohol Burner,but the metal stem doesn't appear to do anything in the photo.

    Alcohol burner makes sense, thanks Holly! The metal stem would make it easy to close the top when it was in use under a dish I think.
