Identification help! Russian pendant 1908-1926 the

    I found this pendant at a yard sale and after much agonizing research found out quite a bit about the time period it was created and where. It is russian, bearing the double headed eagle and two anchors crossed behind it's back. Three crowns over the eagle. On the breast is a shield depicting what I believe is supposed to be saint George slaying a dragon, and at the base is a second shield depicting a sword topped with a crown, and two other weapons that I could not identify. Both shields appear to be amber filled.

    My question is what exactly is this? Is it some kind of military badge? Or just a civilian pendant? It is hand hammered and considering the detail of the craftsmanship and precious metal content I felt it might have had a more prestigious purpose.

    You can't resize from a phone either. I think the have to be under 600x800 to post. Now I have to see this thing!

    Well, one thing... this would not have been issued during the Soviet era. At least,not in the Soviet Union. And not after the Russian Revolution of 1917, unless it was issued in another country. Does this have any sort of mark on the back or elsewhere?

    Don't overlook that the eagles are holding anchors.

    The kokoshnik mark was difficult to find a match, but found it eventually listed under "other kokoshnik marks used in 1908-1921." (Perhaps this adds to the rarity?) The regional symbol turned out to be of Saint Petersburg. The kokoshnik also included an 84 referring to the Silver content. I could not make out the letters of the makers mark. They were however in Cyrillic. Hope this helps

    I thought, since it is not typical of the Russian coat of arms, it may be some sort of naval adornment. So curious!

    To scale, it is approx. 3 and 3/4 centimeters from wing tip to wing tip and 2 and 3/4 from the base of the bottom shield to the top of the crown

    Where did you find this photo? Is that an actual patch? Or just an image/design

    Wikipedia refers to the design as:
    emblem of the Voyenno-Morskoj Flot Russoijskoj Federatsii (Военно-Морской Флот Российской Федерации), the Russian Navy

    The "design" is being used by someone at Cafe Press as an imprint on t-shirts and the like. They refer to it as "Russian Naval Forces Emblem":
