Belgique, which means Belgium.;) French is spoken in the south of Belgium.
It is a lovely writing box, those small compartments are for stamps. It is missing a round plaque on the lid.
I'll see if I can make the writing a bit clearer. It is personal, the first word looks like French for affectionately.

This is the best I could do, not much better.
I can see that the first name of the person who wrote it is Arnold. He wouldn't be anyone famous.

I see a word at the start that resembles affectionate(ly) & 'offert' & farther on 'chez vous'. It appears something has been lost from the rondel in the top. Is this really a writing slope rather than a jewellery box?

Yes I used jewellery box but it isn’t as put by @anyjewellery above. I am still trying to get a clearer picture or play worth the light to maybe get the whole message.
Still no clues on the maker

I think Arnold was the maker. :)

Not a writing slope, but a writing box.;) We call them correspondence boxes, with a compartment for letters or pens, and smaller compartments for stamps. Those are always at an angle so you can get the stamps out easily:

Of course you can keep really flat small pieces of jewellery in those stamp compartments.;)

It is missing one of the stamp partitions, but that can be replaced very easily.

    What I read:
"Affectueusement offert à notre ami Joe ....is en souvenir de son séjour chez nous"
Affectionately offered to our friend Joe .... is in memory of his stay at our home.
    ..... (name of place) Belgique Le 4 Septembre 1919 (or 1915!) Arnold .... .....
