    I know you used to be able to add another address in PayPal (that of a relative or friend, for instance) and choose to have the package sent to that address.

    You had to do this before trying to make a PayPal payment.

    Does anyone know if this option is still available?

    Yes you can.
    In the shipping address box you can add addresses and have them for future use as well.

    I think somebody said this eariler, but... you never pay the extra charges as a buyer. The "friends and family" option keeps the person selling the item from having to pay PP fees. I would never choose this with an unknown person, especially through eBay or another online site. I have done it a few times with people I knew but who were selling something to me. You might not even be able to technically do it through an eBay sale.
