Welcome, Tom! I think that given the nature of this item you would be well served to cross post this in the Militaria section.

Austrian military propaganda stuff, looks like. It was probably meant for recruiting.

It seems "die neuner Jäger" translates to "the nine hunters. I'm not sure what "Vivant" in German translates. In French "Vivant" means something like "living." I suspect in the context on these ribbons it may??? mean something like "long live??" The printer was Druck Alb Berger of Wien (Vienna). Like others have suggested a recruiting item dating from WWI. Here are other such ribbons by the same printer:

    This one translated to:
'Vivant The army leader in the Balkans. Generalfeldmarschall by Mackensen ,. General D.Inf. V. Koevesz. General D.Art. V. Gallwitz. 1915. Serbia. Official Band For The Red Freuz. The War Office.

    THis one translates to:
'Vivant the heroes of Gorlice Officielles Band for the Red Cross The War Office The War Office'

    --- Susan

Edit: It seems most of these ribbons were published by the German Red Cross. Gee there are 4 pages of them. I didn't spot yours.
