WHAT IS THIS CHROME STUDDED COBRA HEAD ON ...SWAGGER STICK? CANE HANDLE?

I found this at a thrift store today. It is heavy, studded & the 2 gear sprockets(?) at bottom of it come loose separately; maybe it's a cane handle and they are spacers in case it doesn't screw down on a certain cane?
Any thoughts would be greatly appreciated.

Looks like something could spray out of the mouth. I love it.

I would see if you can unscrew it from under the "gear sprockets". Why would it have a rubber washer there, unless it served a purpose? Like holding the contents of whatever sprays from the mouth? Is the threaded shaft you exposed hollow?

    Actually, I just found it

Makes sense - I got a noble collection sword from the same thrift store.
    Thank you!
