Please help ID this military figurine

    Hello!

    Can someone help me identify this figurine? It's 6" tall and has arms that spin like a pinwheel. The face looks vaguely Asian, and uniform has a Star of David. The bottom has a hole, and it might have been attached to something.

    Policeman, I think. The star is his badge. Kind of small for a whirligig, but that's the idea at least.

    Maybe a model for one to be cast or carved larger?
    'Salesman's sample'?
