It was not clear to me that the comb end was of brass/bronze, either. That information leads me to pursue other angles.
Is there any communication between the round recessed area, and the slotted comb section, like a slit at the base of the recess? If so, it is a rastrum - a tool for drawing the five parallel lines in a musical staff.

The bronze end gets heated up, if I'm guessing. Hair tool? It looks like something that was made to match a curling iron. (and someone who knows will show up with the correct answer sooner or later. Or a marking tool for pyrography? Woodburning tools could look like that too; I'm not familiar enough to be sure.

The tip has a look of a lace making bobbin. maybe the fork end is for keeping the lace from tangling.

Yes, maybe something for weaving. This is an old Dutch example. I'll see if I can get the translation.

A bronze double weaving comb from the second half of the 15th century (Fig. 108) is unusual in shape. The comb is in one piece:
two of the four knobs in the middle of it are mounted after the iron-iron weaving comb from the 17th or 18th century, now present in the Musée le Secq des Tournelles in Rouen 13.. As far as we know, the only parallel is one

I am leaning heavily towards a weaving comb/tool.

These are hand made by the Navajo people, but you get the idea.

In the first caption they call it cast brass, which seems right for that kind of implement.
('geelkoper' literally yellow copper. For some reason many Dutch people call brass copper )

That sounds quite possible, but any ideas about round hollow below the prongs?

It does look like a textile tool. Such items were often made by a man for his sweetheart. Perhaps the round recess originally held a personalized medallion of some sort.
Perhaps it was a comb for packing the weft in band weaving. Just a thought.
