Hand made miniature wood waterwheel machine?

    It's a threshing machine. The Chinese characters read "zhu feng gu," literally, "bambu wind drum" which may mean that it's a drum contraption that replaces the wind in the threshing of grain.

    The writing is Chinese and appears to literally translate as:
    竹風鼓
    Bamboo Wind Drum
    Which would be a hand winding drum made of bamboo. More a description of it's make up rather than a name of the object or its purpose.
