Silver Tea Set, Country of Origin?

It’s marked .800 and there is a single number on each piece. It seems like there were two little tiny marks on each piece but they are not even close to legible on any of the pieces. It almost looks like they were intentionally scratched out assuming they were marks to begin with. Wondering where y’all think it’s from? Thinking Italy is the most likely candidate. Spain, Germany?
