ID Brass(?) candle holder

Don’t know much about this - the center spins, some sort of rivet/brad holds it to the base.
    No visible marks. Should I clean it up? (I’m always afraid to take any tarnish or patina off...) cheers!

    Figtree3 What would you do if you weren't afraid?

    I think it would be ok to clean it. I can't tell for sure but it looks like some corrosion might be starting.

    I hope that somebody can help with identification.
