    I can only see that it seems to begin with an N and end with SS.
    The name on the back looks like Henri.

    It could be the Kiel regatta
    https://en.wikipedia.org/wiki/SMY_Hohenzollern
    "In June 1914 Hohenzollern II attended the Kiel regatta"
    And Kiel is in Schleswig-Holstein. The flag of that German state is Blue, White, Red. Which seems to match the flag on the other ship.

    Hard to tell re clothing as figures impressionistic. Victorian, of course, but skirts not at their fullest. Still, some volume. The SMY Hohenzollern II launched in 1892 and that could be right-ish as I think I'm seeing a fuller sleeve and skirt than later heading into the Edwardian era. I would think interest in the painting would be dependent on the depiction of the royal yacht and the location of the visit.
